I canceled an Avios booking last Friday morning over the phone. Avios deposited into my account whilst I was still on the call and the cash element was recieved two days later. So I figure your wait of almost four weeks seems a bit too long.
These are two different mechanisms, so they are not really comparable in this way.
If you phone and the agent is able to cancel using the automated mechanism, then the Avios will be refunded immediately and the cash element doesn't take long to reach the card.
But if the automated mechanism doesn't work for the agent, or the cancellation is actioned other than through an agent, then the manual refund process comes into play. Sometimes that has taken a long time, but
BA refund helper's recent posts suggests that it shouldn't be taking that long at the moment.
