I've used ExpertFlyer and it seems to show business class from rows 10-15, however it also displays what appears to be First seats ahead of it just blocked off..

Do BA simply fly 777's with First blocked and empty on these legs or is it likely between now and October 2022 some aircrafts will change and they will indeed have WTP rows 21-25?

BA have been doing this for years. It's not unusual to see 4 class aircraft operating 3 class routes. The first section is used as overflow of the CW cabin when needed.
