I think that's a possibility. I think mobile phone location is primary from GPS chip but if there is no signal, then location would be based on cell towers triangulation, but if that is not available, then it will probably use WiFi location. It is also possible that the iPhone in question was GPS spoof to catch pokemon LOL. But I am not sure why someone would want to catch pokemon at a local residential address in Anaheim.
