As I have read United's policies, it appears that there is no fee to cancel an award trip and redeposit the miles, as long as that's done 30+ days in advance (I know, there's a trick/loophole for that), but only as long as the itinerary originates in the USA. It seems that the "must originate in the USA" rule has been in place but (I think) that has simply not been enforced (that is, if you have an award itinerary that does not originate in USA, people have been able to cancel and get miles redeposited with no fees...although this may be more more of an oversight or a possibly-temporary charitable gesture rather than actual policy, so possibly less reliable). Have I got that right?

Now that we've passed through the magical date of 01/01/2022, is this still the policy and/or actual practice (no fees to cancel+redeposit miles, even for award trips that do NOT originate in USA)? Is that something one can expect (maybe even rely on) for travel booked in January 2022 and ticketed for later in the year?

can not say with 100% certainty, but based on my experience, I’m pretty confident the lack of fees for ex-international award changes was based on the worldwide waiver, which has now been extended to 1/31/22.

in Dec., I did try to cancel/redeposit miles for an award leaving about a week later - this was two separate awards - outbound was US-YYZ, and then the return a separate one-way. Easy to cancel the ex-US portion (change to later in ‘22, then canceled). Tested canceling the return, but I had to either keep the PNR minus the flights (no fee) or redeposit mileage ($100). Instead, I was able to change the award further out, like for ex-US, then cancel/redeposit without a fee. This is my only experience, but seems this is in line with the worldwide change waiver, which refers to ‘standard fares’, but no mention specifically of awards either way. Whether intentional or not, seems the waiver for changes does apply to awards, so the ‘move out past 30 days’ trick works until this waiver expires. Should only require booking by Jan. 31 (unless it gets extended again - I suspect likely) and not required to depart by then.
