Small fries only at Japanese McD's

McDonald's Japan is experiencing a supply chain issue with potatoes. The announcement is in Japanese only (PDF File).

McDonald's in Japan will only sell small size fries starting Jan. 9, no medium nor large size fries at McD's in Japan. The announcement indicated that this will last about a month. McD's Japan is having a supply issue with potatoes which is shipped from a port in Vancouver, CANADA due to worldwide supply chain issues currently going on and massive floods in the Vancouver area.

What we learned is that potatoes McD's in Japan use for fires come from Canada and the U.S. Does this mean if one person shows up at McD's in Japan and orders two small fries, will they say no? If such is not the case then what is the point of not selling medium or large fries?
