KLM just sent me a similar email (not mentioning any requirement by law to use SAF) and that the conversion of miles to XP is also possible with KLM through their CO2ZERO programme (in Dutch):

Gebruik uw Miles voor CO2ZERO
Als Flying Blue-deelnemer kunt u vanaf 2022 uw Miles inwisselen via ons CO2ZERO-programma en zo uw ecologische voetafdruk verkleinen. Wanneer u voor deze mogelijkheid kiest, ontvangt u extra Experience Points.
