Yes, they are dependent on these systems or whatever additional instructions they might have received from the airline/local management to handle specific issues.

They would not allow you to travel if they thought that you do not comply with the requirements (as they understand them) as, in many cases, the airline would be liable to a hefty fine by the destination country if it let board a passenger that should have been denied boarding.

Pre-covid, I have had a couple of instances where the check-in agent's supervisor liaised with the immigration authorities or their colleagues at destination to seek clarification but that is relatively rare. If the check-in agent gets it wrong, you will be wrongly denied boarding (giving rise to potential Reg 261/2004 liability for the airline).
