Or a key researcher left for another job, etc. and the project lost expertise/attention necessary for progress. Regrettably it’s relatively common in academia with the reliance on temporary and low wage “student” workers to carry out the research. Also plausible that the results were inconclusive and not easily published; everyone wants flashy results these days and niche methods papers don’t get many citations.
