I think it's the commercial team since the FTV needs to be used on another commercial booking, it cannot be used on a redemption. UuA is a commercial ticket rather than a redemption ticket, and BAEC handle redemption tickets. I would just ask to make the booking as an FTV, and get the agent to discover the UuA aspect after they have started the booking process.

Due to the complexities in this area, if heading to an FTV on an UuA booking and more than 24 hours from departure, it's probably best to remove the UuA, paying the redeposit fee. Then the FTV may become an eVoucher but certainly gets easier to use.
