According to Amtrak's website, "Flexible" breakfast on the
Eagle is available for sleeping car passengers until 9:30 am. This is pre-packaged, pre-cooked food. I haven't heard any good comments about the Flexible omelette; I'm not sure of the edibility of the French Toast.
