My reading of it is that you can get your resort fee waived if you are Gold starting February 1, no matter when you booked it, as long as you booked it directly through MGM Resorts.
Hyatt will be opening at the Rio; however that is a Caesars casino property (as of now, but it is unclear what will happen when it converts to Hyatt). It is also off strip.
