Depending on the terms of the rental agreement, Hertz might be within its rights to charge a higher rate for a car that is returned too early on the last day of the rental. If so, a credit-card dispute obviously won't work. But this is the kind of story that I think the Ombudsman Service at Condé Nast Traveler magazine might be interested in, if your friend wants to pursue that route. Even if authorized, an upward rate adjustment of $450 for returning the car a few hours early certainly doesn't look good for Hertz.

Was this a Hertz corporate location, or a franchisee? And what time was the car picked up at the start of the rental?
Edited to add: As AutoSlash has pointed out in a subsequent post, Condé Nast Traveler no longer operates the Ombudsman Service.
