Probably going to cancel my reservation here. No retreat from the front office other than admitting their NOR1 upgrades are screwed up.

Inside reservations originally quoted AED 12000 for a confirmed Sky Suite that costs AED 9563 on hilton.com, fully refundable!

They went down to AED 7000 all in.

NOR1 on a three bedroom apartment is AED 840 (which isn't even in inventory) Tower Suite is AED 2820 (which is sold out during my stay) and Royal Suite is AED 4500.

Which means, you aren't getting NOR1 upgrades on any of the above room categories.

I can get 30% off a Pearl Suite at the Grand Hyatt next door. Includes all-day club access and breakfast. Hyatt Prive may save me even more. Won't be getting Hilton nights or points, but those can be picked up elsewhere.
