Are you really in PE, or is it a PE seat on a regional flight that happens to be international equipment and you got a good seat?
In the latter case no, you are out of luck as all you ever had was C+ seat.
If you really on a long haul with paid PS, I would be stunned if they down graded. But if so, you have rights to a change.
