Me personally, I avoid any rows that don't have another row of seating in front of it because you're entertainment monitor will be in an armrest, taking up valuable seat width.
To me, Premium Economy seats are wide enough that I don't find this to be an issue (the slight reduction in seat width). And while my PE experience is limited to AA's aircraft, the seats are similar if not the same as DL's and in the first row of PE, the plus to being in the first row is that there's no one in front of you reclining into your face. You can also still get out of the window seat in the first row without having to bother your seat mate or at least making them get up. At most they may just need to tuck in their legs so you can pass. That's prolly not going to be possible in the other rows. And the legroom in the first row is still fairly extensive compared to other bulkhead rows where the bulkhead legroom can sometimes be restricted.
