Even for Economy fully refundable you get like V and T fares on ua.com that are not fully refundable. I tried Google flights and got a Q fare for slightly more. I was kind of surprised that Q was refundable, but the terms and conditions show that it is.
I’ve been able to book refundable fares as low as K/L on UA app/website before. I usually check the fare rules to verify they are in fact refundable without fee.

I actually wound up booking a refundable fare in S class (!) that only cost $260 one way LAX-IAD and then had to cancel last minute. I was searching for a way to uncheck myself but nowadays you just click on cancel. Even though I requested a cash refund it made it a flight credit. I had to go back in and process the refund.
When I’ve had to cancel refundable tickets last minute (actually more like last few hours), I’ve noticed the app hasn’t given the option to refund, only FFC. I have to call in to ensure that I will get a refund and not a credit, which is frustrating.
