I would expect it be coded as a paid F w/o a seat assignment. No need to ever worry about the upgrade list as he is paid F. It is up to the GA to handle these pax prior to upgrades.

The examples of people being coded as full Y are different, Those were bumping displaced pax to the top of the list as kind of a nice gesture.

This was a screwup somewhere. Op might have been able to save the day by going to the GA, but from experience that can be pointless in cases like this as the GA has no time to even talk. The OP is owed the downgrade comp, and DL should also kick in some miles for screwing up.
