Bonvoy claims Design Hotel is excluded from the program

I stayed at the Avalon Hotel & Bungalows in Palm Springs (a Design Hotel) last week using 2 FNAs. The 2 nights were the last I needed to get to Titanium status, and after a week still had not posted, so I called Bonvoy. They couldn’t get the stay to post manually, so they had me forward my folio from the stay. After some time trying to get it posted, they came back to say that the hotel was excluded from the Bonvoy program but they would apply the elite nights to get me to Titanium. I asked them how that could be the case and how one would know: I pointed out that I booked via Bonvoy, used my FNAs from Bonvoy, and there was no mention of any kind of exclusion on the hotel confirmation or on the property’s info on the Bonvoy website. They agreed that something was wrong, put me on hold for some time, and came back to say that they couldn’t figure out what was going on and were going to raise it to corporate (even said “a property should be deflagged if they don’t honor the terms”).

Is this a hotel trying to get out of honoring points? They did say at check-in they only had “limited” Bonvoy participation, but that was in regards to breakfast. Is this common for Design Hotel properties? As my stay was with FNAs, the actual points for the stay are very minimal, so I don’t really care that much about getting those posted. More concerned about properties trying to get out of their responsibilities.
