The test can be done by any organization that offers them, government or otherwise. The only criteria are it must be "professionally administered" (so self swab and upload, even if supervised in video or in person, are invalid) and the certificate must contain all information prescribed by the Singapore government.

Also you don't need PCR. A cheaper ART can do too.
