Ugh, my sympathy. I really do not understand what is wrong with the clowns responsible for the HA elite program. Not only is the published program completely uncompetitive, but they don't even reliably deliver what little they promise. While I understand your frustration, I would ask whether you've written a letter about this issue. It's likely that the phone reps don't have the time or motivation to raise this issue. Unless you write in and clearly state the problem, it's quite possible that the powers that be at HA have no clue of the problem that they have.
