I was trying to re-book my award ticket to fly from different city in Turkey back home. I can see the availability for the award booking engine of Turkish Airlines and on Expert Flyer. But once I try to book I get back message that flight is fully booked and code SER-TBOS-16013-9e06222a.

After I received the error, I have checked an the seats are gone according to Expert Flyer but they come back after sometime.
