Just to add my experience on to this, I am likewise having a hard time forcing the booking to use a FNA that I earned through the most recent Chase Boundless elevated promotional offer. The booking defaults to points no matter where I try to book with a 50k FNA. My wife applied for and received an American Express promotional offer and had no difficulties using her FNAs through that offer.
I was messing around today and I was able to use my cert but for some reason I still couldn't use it at the Westin Ft Lauderdale beach which is 40k/night
I was however able to book using the free night cert at Fort Lauderdale Marriot Harbor Beach Resort and Spa which is 50K night.
I didn't test any of this but have to wonder if the property being 50K and maybe the Marriott brand are why I could book..........who knows.
We have the following 5 nights booked using points at Westin so I would rather stay @ Westin all 6 nights but spending one night down the street is no big deal as we had plans to eat dinner at 3030 Ocean one night which is in the Marriott Harbor property so it will save us a trip.
