Yes, this would be ridiculously expensive. A camera taking high resolution photos costs ~$4000 each and you would probably need at least 6 to do what you are describing in an automated fashion. You would have to install these and the supporting infrastructure at every single car rental location in the US. Data storage costs would also be substantial. Go ahead and do the math on 12 high resolution photos per car in an AWS S3 bucket and let me know what you come up with.
