One of my local Hertz HLE's does in fact with a tablet video the entire outside of the car while I'm present. The other two nearby HLE's do not.
Could be a manager thing for that one in particular.
In any case I video before I leave, even check for gas cap! Yup Budget charged me for missing gas cap, never even thought to check that and nope wasn't one of those capless cars ...
