I have no doubt that it happens at times.

From time to time I've seen hotels pick who to re-assign rooms/room type or even walk based on how agreeable/flexible the staff thinks the person may be to being "moved"/"changed"/"assigned"/"reassigned"/"walked". At some hotels where I'm a super-regular and known to be amenable even if something is off during my stays.
