I have flown several flights since the pandemic. The rule with masks is must be on at all times except when eating or drinking and when doing that mask should be on better bites and sips.
I guess the guy had the mask off for eating. When in restaurants during pandemic restrictions they did not make you wear the mask better bites and drinks you could not wear it but rules in each state have been all over the place but airlines have been firm on the rule.
