After two years of 200 countries changing their rules every other month, it really does seem like it would make sense for each airline to have a central reference desk in charge of making these decisions.
If I try to book a ticket and my phone agent's not sure of the rules, they call for help. Surely it would make GAs' lives easier to have a similar resource available.
There
is a help desk that handles these issues. I know. I've been to HKG recently. The help desk said not to let me board as I would be totally screwed. I was allowed to board. I was not totally screwed.
