I agree. I was looking at partner awards to Europe over the summer yesterday and it wasn't clear to me what the current policy was. I put a flight in my cart and clicked on "Change and cancellation policy", which gave me a cryptic:
So that means it's changeable but can it be canceled? Then it says this right above the 'next' button:
Which implies that there is some kind of penalty for cancelling after the 24 hour mark.
They could use a lot of help in this department.
