The $12.50 partner booking fee will only be refunded if you cancel your itinerary within 24 hours of purchase, otherwise, it is non-refundable by policy. There are a few datapoints in some being successful after that. YMMV

I have had a partner F/J booking canceled and re-booked into F/F when the partner denied upgrading J to F on the initial itinerary. AS, rather than refunding the partner fee on the initial itinerary, waived the fee on the new itinerary.
