Unless she's already at the airport, the empty seats on 140 departing in 36 minutes don't do her much good. But there are a few open seats on 146 (15:40 departure), so if she were to get to the airport ASAP, she might be able to get on. You or she could try phoning in to see whether reservations can make the change, no idea what hold times are like.
There's also space on tonight's redeye (156, departing 12:45AM) and tons of open seats on tomorrow's flights.
Whether APPR entitles her to compensation depends, first of all, on when they get her there. If she gets on 146, no. If not, she will probably exceed the threshold.
