All reservations are "confirmed" unless they explicitly say something to the contrary. It doesn't matter whether they are prepaid or pay-at-counter. The rental company is obligated to provide you with a vehicle at the quoted rate. If they cannot, then they need to assist with alternate arrangements or compensate you if you have to rent elsewhere at a higher rate.
