I think your best bet for beverages in F on this route is to fly an E175....earlier this year in F we not only got beverages but a snack basket as well. Everyone gets water or juice on the Q400 flights. I agree that mainline flights are reliably no service for either cabin although I do think F got beverages pre-pandemic. I think the official policy is that F should get beverages if main cabin has at least water service but water service only happens if the flight is at least 220 miles.
There's still 1 consistency, you're more likely to get beverage service on SEA-PDX vs. SEA-YVR in any cabin

I only got to enjoy the E75 once on SEA-YVR right at Mar 2020 when things were getting shut down.

Ya I don't see YVR-SEA getting anything but DH4 while cross-border and internal Canadian pandemic measures changing every week.
If anything, I don't doubt [the Prime Minister's] ability to ban all foreigners on non-essential travel if things get way worse up North, which means YVR-SEA will get cut again.
