Here in Malaga, have eaten out 5 times since the pass came into play. Yes, outdoors no problem w/o pass and I would guess 80% of food establishments have outdoor seating in Central Historico. 3 asked for QR and scanned but only one asked for ID. Museums, churches, gyms, barber etc... no need for QR, only bars, restaurants, hospitals and nursing homes. Ironically in Andalucía if you are employed at said Bar/Food establishment or a delivery person/ repairman visiting for work you do not need one. Had lunch today with an American (raining outside) with only a CDC card but it worked for him.
