Thanks for the responses.
In the end I got a car through sixt, their last one they said at their coral gables location.

I also contacted avis online, and received the following response which makes me somewhat positive...

We understand how frustrating and time consuming these situations can be. Rest assured, we will be more than happy to assist you.

Avis takes seriously its commitment to have a car available when and where the customer has reserved it. We very much appreciate your business and strive to give you the best service possible.

If you rented with a competitor, please scan and attach a copy of your rental agreement and finalized billing receipt or fax to 303-nnnnnnn. Once received we will review the rate charged by the competitor versus what you were confirmed with us. Please be sure to include Avis Case number nnnnnn on all correspondence regarding this matter.

In addition, please be advised that your reservation #999999999 has been canceled.

Although we realize we cannot make up for a disappointing experience such as this, we do appreciate your feedback. Thank you for choosing Avis and we hope you have a great day.
