With the extension of the promo I'm thinking about cancelling an August flight-only and rebooking flight+car to get the double TP. Don't want the car as someone else already has one.

will know if you don't pick up the car, or check into a hotel, at least with most providers. This is because a no-show triggers their cancellation policy with the car hire provider/hotel - BA might not have to pay the full amount, but they still get to pocket the money you've paid to them.
But that doesn't seem to affect the tier points offer. There's nothing in the T&Cs that says this is wrong. Others have reported the double tier points have been credited. Might they start getting stricter - possibly. But right now, BAH don't seem to care, given they've profited from the no-show.
