Flew out of 2A on a TATL flight. The airline suggested to get to the airport four hours early, and while I thought that was a bit excessive, turns out they were totally right. After check in, I headed to the area where one scans one's boarding pass to enter the immigration/security area. It was a madhouse with the line going back almost halfway to the check-in area. Turns out, they only had one of the three scanners operational, and were limiting entry due to (you guessed it) slow passport control lines. To make matters more confusing, the ADP agents kept screaming "passeports européens", like they were going to efficiently get everyone with an EU passport to skip the line in what had become probably a 200-person mess trying to squeeze through one scanner (only letting about 10 at a time every 5 minutes). Of course, in this mess, you could not get anyone to explain what was going on, and there was no indication of who was in charge of managing this/what was being done to alleviate the problem.
Of course, get down to the immigration line after 1 hour of waiting to scan in, and only one PAF agent checking EU passports (it seemed as if the automatic gates were not operational, but I'm not an EU passport holder so I can't verify), and 3 PAF agents checking everyone else. Ridiculous.
To be fair, security afterwards was a breeze, but almost every flight leaving the terminal (including mine) was held due an overwhelming number of passengers being stuck at the immigration control, leading to delays. Of course, can't blame the airlines for that.

This leads me to a question - is ADP responsible for the staffing of PAF? I'm sure that there are limitations to what they can do here, but I'd expect that discussions are had between ADP and the responsible ministry to adequately staff - maybe that's idealistic and naïve, though. I'm usually flying out of 2E, and my experiences there seem to be a bit better, but maybe that's due to them prioritizing the service (to the extent any exists!) to the AF terminal as the hub airline.
ADP is not responsible of PAF staffing. But this is going-on for decades, and all parties are continuing their hot potato game blaming on the other instead of working properly together. And PAF is using their resources badly, making controls where not necessary (Schengen, etc).
