Well, I think for the hotel it comes down to how much breakage there was on the former free breakfast (i.e., people who didn't use it) vs. how much of that now gets used for drinks or dinner or Pantry vs. incremental breakfast revenue due to the relatively low credit amounts.
As someone who often didn't use the breakfast voucher, the new system is actually probably worse for the hotel and better for me.
People who liked a "full" breakfast are now unhappy because they'll get either less food or have to pay a portion of the check out of pocket, and both are good for the hotel.
