The central government Nov 30 already required PCR test and ePlF via Air Suvidha: https://www.newdelhiairport.in/pdf/30-11-Advisory.pdf

CDG checkin should have verified you had a completed Air Suvidha form and PCR test before accepting you for travel.

Yes the local government imposed the local measure with 7 days quarantine starting December 1:
