Given the huge number of land/train routes running between borders, it is virtually impossible to control every single person entering to ensure their vaccination status (and vaccination is for the most part, not obligatory). NL's rules are not unique ; other countries do the same.
Yes, of course. There seems to be different requirements for France, Spain, etc...they do require a vax, and seem to make no exceptions if you are not a resident of EU, etc.., NL does not. I use the TRAVEL SHERPA map which has links to all the govt authorities.
