Does AC no longer use ground transportation when they cancel short flights like YYZ-YXU? Happened a few years ago and they put everyone on bus/shuttle to London.

Update: AC says they don't hire a shuttle anymore because of covid. Seems like BS since almost all or all of those passengers were already surrounded by people on a plane or were about to be. What's different if they're also on a bus?
