For now, because of changing COVID restrictions, they are, in fact, giving exchange value on Saver fares.
When did they reinstate Saver fare eligibility for a future value? The * below the "last line" you reference clearly says it isn't. Or are you saying that you can cancel and hold the ticket for later use? The "no changes are allowed at any time" would preclude that, no?

*Saver fares may be cancelled online within 24 hours of booking for a refund to the original form of payment; no changes are allowed at any time, and no credit certificate or credit deposit is available.
