Transiting on SQ VTL flights on IST-SIN-PNH
A friend is traveling SQ in J on IST-SIN-PNH route in 3 weeks - everything on 1 ticket, transit time is 2 hours or so.
He got his vaccines in Mexico but since he's European he cannot get a Mexican certificate - only locals can. Converting these receipts to his country's certificate will take 4-6 weeks so that's too late.
He got official receipts of doses (2) and a notarized translation from Spanish to English.
Recently IST-SIN became a VTL flight, soon SIN-PNH will become VTL too. He booked the flight before this change so there should be a way to cancel at no cost.
SQ website says that transit passengers must have a vx certificate in English which he doesn't really have it's not a certificate but wonder if the documents he has - receipts with doses and notarized translation in English will suffice?
Contacting SQ over the phone is almost a miracle, I tried calling and also couldn't get through.
