- A hotel openly states, again in writing, that they include service fees in the exchange rate they use when converting the value
Does one have any recourse in such situations?

Fortunately I eventually used up my pile of Costco stay certificates from many years ago. I think I exclusively used them for US stays due to the exchange rate issue and it often was a challenge getting the front desk people at a Hyatt Place to handle them properly.
