I saw a recent TPG review about PE on EK…they made it seem like the food wa simply the economy meal that would be offered by Emirates as part of PE, no mention if it would be upgraded in the future.

They have not launched it as a product as yet. I saw that review and you'd think someone who works in the "travel" world could contextualize that better. I think he was upset that all he got was a better hard product for $400. I don't think at any point EK promised a better soft product for those in this cabin for the time being until they officially launch it a separate class of service which is still in the works from what I can tell. They had a "demo" at DAS of what one might expect but that's obviously not a guarantee
