Is this something the Amex Travel Insurance would cover? Both the Emirates ticket and the Qatar ticket were purchased on her Amex Platinum card, and are one way tickets.
Jumping in late here, but I think this is something that would need to be covered by (1) Amex charge-back procedure (service not delivered), but if the ticket was purchased months ago that may be too late, (2) a complaint to the DOT's Dept. of Aviation Consumer Protection Division, and then (3) a small claims court filing.
