This all goes to the FAA and some other federal branch I can't even remember. I now just travel with my dog and pay the fee as a non service animal. It weighs 10 pounds and fits easily under the seat in front of me. I book my flight well in advance if I am traveling with my dog and reserve space (again they only allow one) immediately for the dog.
they allow up to five non service animals in the main cabin and one in first class.
