Quick summary—-the handwritten sign was not authorized by BA and BA has admitted that it is incorrect about the home tests. But apparently some passengers were lacking a certificate issued by the test provider as proper documentation of the test.
Some passengers may have been missing the certificate, but as shown up thread, some got denied solely for not having their test at a lab, and were never given the opportunity to show they had a certificate.
