Agreed, and I've seen language referring to testing '3 days prior' to arrival on a government website too. Then add the inbound airline's interpretation into the mix and you get more possibilities for misunderstanding. I would go with the strictest interpretation of the requirement - testing 72 hours or less before arrival. I'm not aware of any other country having this specific requirement but I've not followed the new restrictions for other countries very closely.
