This worked. Good to know for future Dell promos. This took a while to find out, because Dell took weeks to ship & charge my card.
Went to dell.com/amex which took me to Dell Business. Searched for a monitor I wanted, found it on the Dell "Member" segment (aka "Home") which sells different products than the Dell Business segment. Bought using my AmEx business card with the above promo, and it did eventually give 10% statement credit.
