I assume they've done some market research. It can't be as simple as "how many travel in J" or "how many book via a company TA", or at least I hope it isn't.
PE might actually do J some good. Their PE catering must be above Y, and as J is currently far too "sustainable", they'll have to improve J catering, otherwise J and PE will be virtually the same.
